FedIMPACT utilizes a virtually-integrated, highly credentialed team that is a blend of start-up investors and technology commercialization thought leaders who have dedicated more than a decade to finding technologies and funding programs within federal laboratories and universities. Members of FedIMPACT have established and continue to maintain relationships with laboratory directors, researchers, and technology commercialization offices and have instant credibility with the laboratories and key decision makers.


Tracy S. Warren, Founder and Executive Director
Tracy was previously a founding member and general partner of Battelle Ventures and its affiliate fund, Innovation Valley Partners, having focused on investments in health & life sciences, as well as emerging energy technologies, with an emphasis on institutional-based transactions. Tracy has worked closely with the technology transfer and economic development organizations in medical centers, universities and laboratories, including six of the U.S. Department of Energy National Laboratories, and the Health and Life Sciences division of Battelle Memorial Institute, which is the world's largest nonprofit research and development organization.

  • Co-founder and CEO of NellOne Therapeutics, a regenerative medicine spin-out of Oak Ridge National Laboratory;
  • Lead investor for several successful companies based on technologies licensed from national laboratories and leading universities;
  • Close relationships with senior laboratory officials, researchers and commercialization groups at several federal laboratories and universities; and
  • Deep understanding of federal policy and technology transfer mechanisms and best practices.

Melissa Sherman, Ph.D., FedIMPACT Executive Director of Commercialization Programs
Melissa is also the Executive Director of Commercialization Programs for IPG Group, where she focuses on building partnerships with universities and federal laboratories to fund and commercialize early stage technology. She has over 15 years of industry experience creating product pipelines and developing commercialization strategies to launch and grow businesses in polymeric materials, consumer product, medical device, textile and apparel sectors. Melissa worked with E.I. DuPont de Nemours, W.L. Gore & Associates, Kensey Nash, DSM, and numerous start up companies. Melissa built her own commercialization and technology strategy company working with diverse clients in the regenerative medicine and medical device arena, ultimately achieving multiple exits via acquisition. Melissa has a Ph.D. in Polymer Science from the University of Akron and a B.S. in Chemistry from the University of Wisconsin - Eau Claire.

Scott Forbes, Ph.D, Director, Computer Science & Engineering
Scott is the Director of Computer Science & Engineering for IP Group where he focuses on identifying, funding, and commercializing early stage technologies from US universities and federal laboratories.  Scott has worked closely with multinational corporations, universities, individual researchers, and government agencies to commercialize fundamental research and emerging technologies for over 20 years.  He has worked in senior management positions with several firms including Intellectual Ventures, Rambus, Dolby, GE, and Microsoft. Scott has presented and published in numerous technical areas including information security, cloud computing, and wireless broadband.  Scott is an inventor on over 20 patents and holds a Ph.D. in Telecommunications from Pennsylvania State University, a J.D. from George Washington University, and an MBA from Indiana University.

  • Significant experience leading and collaborating with technical, business, legal, and finance teams to quickly commercialize complex software and hardware concepts;
  • Comfortable developing and implementing intellectual property strategies that include US and foreign joint development, technology transfer, and licensing; and
  • Success creating business models that navigate complex regulatory frameworks in the telecommunications, healthcare, and financial service industries.
Joan Spindel, Vice President, Marketing
Joan Spindel is also Managing Partner at The Scarsdale Group, a boutique business consultancy, where she partners with clients to develop and drive market strategies as well as critical elements of the marketing program mix. Joan has worked closely with high technology and service-led companies as well as venture capitalists to accelerate the delivery of marketing and sales pipeline initiatives. She has held senior marketing and channel development positions at venture backed and public big brand technology companies.
  • Seasoned marketing executive with 25+ years of experience building teams and brands, developing IPO initiatives and crafting successful market entry programs,
  • Understands a broad range of technology areas and industry sectors including communications/media, financial services, consumer packaging good and healthcare; and
  • Knows how to translate technical concepts into compelling value propositions, communications and sales pipeline programs to increase mindshare and win rates.


John Aikens, PhD

John is a serial entrepreneur currently the President of Mesodynamics, an engineered materials development firm. Over the last decade John has served as the founder and CEO of Lybradyn, a biotechnology contract services company, and was founder/CTO of Proterro, an algae based sustainable chemicals company. His recent experience leverages past management roles in research, strategic planning and business development with venture capital backed pharmaceutical development, nanomaterials and genetic engineering companies.

  • Over 22 years’ experience in biotechnology, nanotechnology and pharmaceutical development with over 25 issued and pending patents;
  • Specializes in identifying novel technologies and translating into valued business opportunities;
  • Experienced entrepreneurial executive that creates messages, builds teams and launches enterprises; and
  • Currently serves as a technical and business advisor to a portfolio of nascent startup companies.

Michael Albin, PhD

Michael is currently a consultant focusing on technical and strategic assessments and the positioning of a wide range of companies in the life sciences, molecular diagnostics, and personalized medicine sectors. Michael worked at SYVA diagnostics followed by fifteen years at Applied Biosystems Inc. rising to the role of VP of Science and Technology, and then VP of Strategic Technologies of the parent company Applera Corp, an S&P 500 company.

  • Over 30 years' experience in the development and global commercialization of technologies for the life sciences with half of the time in industry and the other half as a strategic advisor;
  • Specializes in applied sciences, life sciences and technologies and translating innovative concepts from development to investment to acquisition;
  • Carries out due diligence for venture capital and other investment organizations in the US, Canada and the UK; and
  • Ph.D. in chemistry at Pennsylvania State University and postdoctoral research in biochemistry at the California Institute of Technology.

Dr. Charles (Chaz) Teplin

Dr. Charles (Chaz) W. Teplin has led technology development at both the National Renewable Energy Laboratory (NREL) and at multiple start-ups. Dr. Teplin earned his Ph.D. in Physics from the University of Colorado at Boulder. At NREL, Dr. Teplin led development of thin crystal silicon solar cells and new thin film deposition techniques. While at NREL, he co-led commercialization of new thin silicon solar cells in partnership with Ampulse, a venture-backed startup. With Terralux, Charles developed a wireless smart LED lighting solution for commercial retrofits.

  • Extensive technology commercialization and start-up experience;
  • Strong technical writer, winning multiple public grant proposals and writing over 70 peer-reviewed publications in diverse fields of semiconductors, optics, and materials growth; and
  • Holds 5 patents for new methods of materials growth and optimized semiconductor devices.
